二 | 草案三审稿增加长期护理保险等内容，进一步加强参保人权益保障。 在此前草案二审稿审议和征求意见过程中，有的常委会委员、列席人员、专家和社会公众建议，增加长期护理保险相关规定。鉴于此，草案三审稿增加规定，国家建立健全长期护理保险制度。长期护理保险的筹资运行、待遇保障、基金使用、监督管理等的具体办法，由国务院医疗保障行政部门会同国务院有关部门参照本法有关基本医疗保险的规定制定。
三 | 为进一步完善权益保障，草案三审稿增加规定，特困人员、最低生活保障家庭成员、符合条件的防止返贫致贫对象等参加城乡居民基本医疗保险的，其个人缴费部分按照规定给予资助。 草案三审稿还进一步细化异地就医医药费用结算要求，增加规定，异地就医的参保人员在定点医药机构发生的医药费用中应当由医疗保障基金支付的部分，医疗保障经办机构应当按照规定审核后及时足额直接结算并拨付。 除此之外，草案三审稿还完善了定点医药机构有关责任人员的处罚规定，与相关法律做好衔接。【编辑:王琴】。
